The speakers will discuss the potential implementation of a voluntary pension scheme and its impact on Malta's financial and business sectors.

Six years ago, the government introduced fiscal incentives to encourage participation in voluntary occupational pension plans, aiming to boost retirement income beyond the government pension. With a shrinking workforce and growing pensioner population, relying solely on the state pension is becoming unsustainable. Despite increased incentives, only around 2.5% of the workforce currently participates in these voluntary pension schemes. So what's next?

Matthew Bianchi - Partner, Ganado Advocates

Matthew Bianchi is the Partner heading the firm’s insurance and pensions legal and regulatory team. A leading specialist in insurance, he regularly advises (re)insurance companies, managers, captive insurers, PCCs, and insurance intermediaries established in or offering services in Malta. As head of the pensions team, Matthew was instrumental in developing a market for pensions in Malta and now supports and advises most pension trustees. He also co-founded the Association of Pension Administrators. Matthew chairs the MFSAC’s insurance and pensions law regulatory committee, steering a strategic review of reforms in the insurance and pensions sectors.

Matthew Brincat – Partner, Ganado Advocates

Matthew Brincat is a Partner at Ganado Advocates, specialising in employment and pensions law, which he views as connecting human and corporate elements. He co-founded and serves as General Secretary of the Malta Association of Retirement Scheme Practitioners (MARSP) and played a pivotal role in establishing the firm's employment and pensions department. With extensive experience in Industrial Tribunal and OAFS proceedings, he has authored several articles on employment and pensions legislation in various publications.

Gregory Inglott - Executive Director and Chief Executive Officer – HSBC Life Assurance Malta Ltd

Gregory has a passion for leading and driving business growth, delivering through people and being at the forefront of change. He has extensive local market knowledge and international experience. Appointed as CEO of the Company in May 2024, Gregory Inglott has over 20 years track record and is multi skilled across Retail and Wealth Management disciplines having led various functions ranging from front line distribution, management of all customer segments, product management and operations. He also held Senior Executive positions within HSBC Bank Malta p.l.c and HSBC UK including that of Head of Retail and Wealth Distribution, Chief Operating Officer, Head of Strategic Change as well as Head of Customer and Products and Head of Premier (in HSBC UK). Gregory holds a Bachelor degree in Economics and Management, a Bachelor degree (Hons) in Economics as well as a Masters in Financial Services. Gregory is also the Director responsible for the oversight of the insurance distribution activities of the Company.


Etienne Sciberras - Chief Executive Officer – MAPFRE MSV Life Ltd

Etienne Sciberras serves as the Chief Executive Officer of MAPFRE MSV Life, where he oversees the company's strategic direction and the implementation of its strategic plan.
