The evening will be moderated by Joseph Zammit Tabona, Chairman of the Malta Financial Services Advisory Council (MFSAC), and feature Pier Massa (Head of the Program Management Office at MFSAC), Dr Bernice Buttigieg (Chief Strategy Officer, FinanceMalta), and Michael Xuereb (Chief Officer, Strategy, Policy and Innovation, Malta Financial Services Authority). The panel will dive into the strategic steps taken, legislative updates, and ongoing initiatives driving Malta’s financial services forward.

Joseph Zammit Tabona – Chairman, Malta Financial Services Advisory Council (MFSAC)

Joseph Zammit Tabona is the Chairman of MFSAC and has a long-standing role in advising on financial services strategy and policy. He brings years of expertise in public service and financial regulation to his role as moderator for this important event.

Speakers: 

Pier Massa – Head of Program Management Office, Malta Financial Services Advisory Council (MFSAC)

Pier is a seasoned business executive with deep experience in enterprise strategy, organisational transformation, and operational effectiveness. He has held leadership roles with the Canadian Imperial Bank of Commerce and Molson Coors, and brings extensive international consulting expertise from The Boston Consulting Group. Currently, he supports MFSAC in integrating and advising on Malta’s long-term strategy for financial services and leads the Program Management Office to spearhead the strategy’s implementation.

Dr Bernice Buttigieg – Chief Strategy Officer, FinanceMalta

Bernice holds a Doctorate and Master’s in Law and has dedicated her career to fostering innovation in Malta’s financial sector. As CSO of FinanceMalta, she leads the strategic initiatives positioning Malta as a premier financial center and plays an active role within MFSAC’s Program Management Office. Her involvement extends internationally through her membership in the European Investment Bank Group’s Women Climate Leaders Network and her role as Director at the World Alliance of International Financial Centers.

Michael Xuereb – Chief Officer, Strategy, Policy and Innovation, Malta Financial Services Authority (MFSA) ‍

Michael Xuereb, a seasoned financial strategist, has served the MFSA since 2000, holding senior roles across regulatory development and financial stability. He holds a Doctor of Laws and a Master’s degree in financial services from the University of Malta, and has a background in legal counsel and public sector management. Michael contributes valuable insight into Malta’s evolving financial policy and regulatory landscape.
